Activated means the person claimed their invite and opened the app. Not when you import them, not when the invite is delivered, and not if they register and stay home.

Does training in the app earn certificates?
No. There is no credit tracking, no attendance-duration verification and no certificate generation. Training sessions get a schedule, capacity control and feedback; the record of completion has to live somewhere else.

The per-event price stops rising at a thousand activated attendees, so there is a fixed maximum for any single event no matter how many people attend. For a board approving a budget against an uncertain registration, the ceiling is usually the number that matters.
Can we use it for a conference we charge for?
Yes, with the money collected elsewhere. Sell places through your existing ticketing or fundraising platform, export the confirmed list, and import it as a CSV. event67 then carries the programme, the directory, the announcements and the feedback. There is no way to collect a fee inside the product and no plan to add one.
What if our annual conference is smaller than we hoped?
You pay for the people who actually turn up and open the app, past the first fifty. Registrations who do not travel never activate and never appear on the bill, which for a sector where attendance forecasts are frequently optimistic is the property that matters most.
